Abstract. The article describes the experience of postgraduate training of the heads of educational institutions to implementing Federal state educational standards.The authors report in depth the goals, objectives and peculiarities of implementation of the professional development programmes. The results of the survey of principals about the effectiveness of training are presented. It is concluded that the training on this programme helps school administrators to change their opinion about how to achieve a new quality of education in the republic.

Abstract. In the article the main characteristics of a new school subject The basics of religious cultures and secular ethics” (for which ORKSE is the abbreviation) are given, and its modules are described. The author explains some objectives of “The basics of religious cultures and secular ethics” as the subject which is oriented to studying history, culture, traditions of nations living in Russia. The paper pays attention to serious problems of implementing the Basics of religious cultures and secular ethics and concerns religious peculiarities of Irkutsk region. In the article there are many links to laws of the Russian Federation.

Abstract. The article is devoted to role of non-governmental organization in Patriotic education of schoolchildren in the former Soviet Union (1991–2005) in the case of Irkutsk region. The article presents a historical reconstruction of the work of effective teachers and non-governmental organization on formation of Patriotic values of the younger generation. It is shown that in the region the activity of non-governmental patriotic associations was carried out by means of searching and military sports activities, study of local history. On the ground of data  analysis it was made a conclusion about the positive practical experience in Patriotic education of schoolchildren in the region.

Abstract. The author analyzes the level of studying and native languages proficiency of indigenous people during recent decades. In the article assessment of the Federal laws of the Russian Federation on education is given. Special attention is payed to the ratio of studying Russian and native languages by indigenous ethnic groups of the North and Siberia.

Abstract. The author substantiates the prognostic nature of the methodological ideas of the famous scientist, methodologist M. A. Rybnikova. Using special cases in pointand comparison it is proved that such postulates of her teachings as systematic approach, denying the chronology in study literature, developing motivation to learning, correlation and combination of knowledge at the lesson are the most meaningful for the modern methodology of teaching literature.

Abstract. This paper discusses the category of paradigm in modern philosophy and methodology of psychology. The author makes a historical journey to understanding paradigms, analyzes the analogy of the Trinity paradigm in terms of Trimurti Dharma in Buddhist psychology. Offering the integrative theory as metasystem multiparadigmal knowledge system, the author brings to a focus more stringent requirements for a new paradigm of psychology.
