Abstract. In the paper the main attention is focused on solving of problems of the regional education development by means of promoting networking interaction between Tomsk State University and schools in Tomsk region. The author considers the problem of scaling the networking interaction practices which are formed nonsystemically and randomly. This paper presents the author’s technique for identifying the educational potential of networking interaction. The implementation of this technique is intended to improve the quality of networking interaction and develop the education system in the region. The results of proposed method’s testing allowed the author to reveal the educational potential of inter-organizational networking interaction and the conditions for its implementing in order to solve the present-day educational problems. In this article, the research technique for inter-organizational network interaction, which had been created to analyze the network of business organizations, was firstly used to solve the pedagogical research problems.
