Abstract. Introduction. Modern researchers note that one of the most important objectives of education is to shape potential leaders in the field of public management. There are, however, no comprehensive leadership development programs that take into account the professional specifics of civil servants. The findings of the research have proved that a specially organized program based on socio-psychological training fosters the development of leadership skills in the future state employees which is of paramount importance for their psychological support in all the stages of their professional development. Materials and Methods. The study included the following stages: informational, educational, diagnostic, developmental and evaluative. It employed a set of the following psycho-diagnostic methods: “Diagnostics of leadership abilities”; “Communicative and organizational propensities” technique; and “Creativity” test. Results. The findings have established that the leadership skills of students - future civil servants- should be developed in the close to real-world conditions, through the immersion in problematic and non-standard situations. The study of leadership development in future state employees has showed that the presented program contributes to the development of leadership components such as leader skills, communication and organizational inclination, empathy, and creative attitude to the profession. Conclusion. The effectiveness of the program was confirmed not only by the data of psychological diagnostics before and after the implementation of the development program but also by the oral feedback from the participants. Thus, we can state that the aim of the research has been accomplished.
