Abstract. Introduction. The paper addresses the issue of development of the higher education system in the Irkutsk region, namely, the insuffi cient correlation between the content of educational practices and the objectives of socio-economic development of the region. The relevance and signifi cance of the study lie in the substantiation of a method to deal with the issue through the adoption of project management by more actively involving regional universities in the implementation of Federal programs of national projects Education and Science.

Materials and methods. The paper presents a characteristic of the project management method, which is currently initiated at the Federal level by the government regulations and presidential decree; in the Irkutsk region – by the resolution of the Ministry of Education on the implementation of the national project Education, the Federal project Demography; and an initiative to introduce a “development concept of higher education of the Irkutsk region”.

Research result. This section shows what project results have already been achieved and can be achieved in the future.

Conclusion. The potential of higher education in the Irkutsk region will allow solving the problems of training specialists for the region through the implementation of projects and partnerships with state and commercial entities. Expected effects and results include orientation toward the top 50 popular professions and specialties, improvement in the quality of graduate training, enhancement of the conditions for the functioning of the higher education system, reduction in the educational programs that are not demanded by the labor market of the Irkutsk region, expansion of the practice of targeted training, increase in the number of foreign students, and decrease in the migration of young people from the region.
