Abstract. This article deals with the problems of teaching organizing the excursions and the development of the tourism and excursion service and local studies in Irkutsk and in Pribaikalie. The authors describe the activities of the enthusiasts, scientific societies in the XIXth century and the organizations having been the originators of the tourism and excursion service development in Irkutsk region during the soviet period.
The attention is also paid to the process of the management transformations in tourism during the 20-30th years of the XXth century and to the problems of tourism and excursion service development and teaching in so-called “golden decade” of the national local studies.
In the paper the evolution of views on the tourism and excursion activities, from the way of leisure’ organization and obtaining knowledge in the XIXth century to the way of social activity development and ideological upbringing during the soviet period is noted.
