Abstract. In the article the author considers the process of forming the town self-learning community as a social and pedagogical phenomenon. The ways of developing such an educational model in the Russian education system are determined. The focus is on the potential and opportunities of a town school as an initiator and participant of this process. The network interaction of a wide range of social partners is considered to be an efficient social technology to organize the self-learning community.
