Abstract. The paper refers to the issues of setting up the effective conditions for creating the developing speech environment as a basis for improving the culture of the Russian language proficiency in educational organizations of the Russian Federation. It analyzes both the theory and practice of creating the developing speech environment. While dealing with these problems, the author relies on the experience of educational organizations in Irkutsk Region, schools and kindergartens, as well as the SAI SPE “Institute of Education Development of Irkutsk Region work” in the sphere of the human resources development (teachers’ professional development) on creating the developing speech environment.
