Abstract. Dialogical interaction as a primary function and a basic principle of education philosophy and perspective direction of development of education in the conditions of modern society democratization is considered. A dialogue is considered as a multicultural phenomenon in philosophical, pedagogical and psychological aspects. The author gives arguments proving that the educational “asking-questions” technology developed by the author meets the criteria for the educational technology and with regard to conceptual foundations it is related to humanitarian technologies enabling to realize human potential.

Abstract. Timeliness of scientific and methodological support of teacher advanced training in modern conditions of school development is predetermined by the requirements of the Professional standard of teachers. The aim of the paper is to determine resources and conditions of scientific and methodological support of teachers in educational institutions. Theoretical basis of scientific and methodological support of teachers in educational institutions is considered. The experience of organizing scientific and methodological support of teachers is described. Effectiveness of organizational and methodical conditions for professional and personal development of teachers is proved.

Best practices of educating gifted children in the Irkutsk region

Abstract. Education of gifted children is viewed as one of the primary educational goals in the world. The analysis of the application of the experience of teachers in Germany, Australia and other countries in working with gifted children in the Irkutsk region educational institutions is given. Best practices of working with gifted children are described. The results of pilot testing of the structure of extra-curricular achievements types and mechanism of formation of a regional electronic portfolio in the schools of the Irkutsk region are presented.

Abstract. The change of national school textbook functions in the history of education in the latter half of the 19th – late 20th centuries is discussed. School textbooks of the period are analyzed, they demonstrate increasing their functionality. The potential of textbooks contributes to their practical orientation meeting modern ideas of competence approach.

National and regional peculiarities of master course of Russian as a foreign language in the North-Eastern Federal University

Abstract. Current problems of «Russian as a foreign language» master course in

North-Eastern Federal University are considered. The analysis of the main aspects of the graduate school of «Multicultural teaching Russian as a foreign language in the sphere of education and tourism» is given. New approaches to the masters training in the field of teaching Russian as a foreign language are studied. They are based on the author’s program of graphic and symbolic analysis of a literary text using semiotics, mnemonics and ergonomics. The international educational tourism master degree program is introduced for the first time in the article. The novelty of this program is creating semiotic maps of the Republic of Sakha (Yakutia), where the landscape, national and regional, historical and cultural picture of the largest region in the North-East of the Russian Federation are given. This will help foreigners get the full picture of the northern regions of our country.

Abstract. Uniqueness of poem composition as a unit with ‘‘complex meaning’’ (Lotman) is explained. The possibility of isolating universal structural units in lyrics is considered. The author suggests variants of interpretation of compositions in terms of poetic heritage of the neoacmeists D. Samoylov and A. Kushner.

Abstract. Basic aspects of the concept of “communicative competence of an intended master of professional training” are considered. The author identifies such structural components as cognitive and emotional component, which is expressed in the level of social intellect development, and context component, which manifests itself in theoretical interpretation and reproduction of practical experience.
